Complete description of the CIPPP system/resource
1. Basis for the development of:
The CIPPP system was developed on the basis of the Law of the Republic of Uzbekistan "On State Procurement" No. ZRU 684 (22.04.2021) and related regulatory legal acts. Additionally, the system will be harmonized with international agreements, including WTO GPA agreements and UNCITRAL standard laws. This constitutes the CIPPP as a legitimate system that meets not only national but also international standards.
2. Problems solved by the system:
- Lack of transparency and openness in public procurement processes;
- Dissemination and decentralization of data, lack of a general picture of procurement;
- Lack of control and monitoring tools, complexity of monitoring compliance with legislative requirements;
- Complexity of preparing analysis and statistical reporting on procurement;
- Lack of informational and methodological support for state customers and participants.
3. Intended for:
- State customers - for procurement planning, control, and report preparation;
- Procurement participants (suppliers, contractors, and service providers) - to receive information about procurement, track documents and announcements;
- Control bodies (for example, financial and tax authorities, tender controllers) - for the effective implementation of monitoring and audits;
- The public and the media - to ensure transparency and control over public procurement.

Specific goals of the CIPPP system
1. Ensuring openness and transparency of public procurement processes - opening information on all procurements to the public.
2. Creation of a unified information space - centralized storage and management of plans-schedules, announcements, documents, and contracts.
3. Improving procurement control and monitoring capabilities - monitoring compliance with legislation requirements, providing tools for regulatory bodies.
4. Development of analysis and reporting functions - increasing the effectiveness of decision-making through the formation of statistical and analytical reporting.
5. Support for users and provision of information resources - providing government customers and participants with reference, methodological, and educational resources.
System Tasks:
The main tasks of the CIPPP are:
formation, accumulation, and storage of information on public procurement;
publication of information on public procurement processes;
monitoring of compliance with the requirements of the legislation in public procurement;
ensuring the exchange of information between state bodies and information systems;
providing reference and methodological assistance to state customers and participants;
assistance in improving the professional qualifications of employees of state customers.
