Rules established for money transfers using phone numbers

A Central Bank Board resolution dated 14 August 2026 approved rules for phone-number-based money transfers through the Instant Payments System. The resolution takes effect three months after its official publication.

Under the new rules, a citizen’s mobile phone number is linked to their bank account. Within a single bank, a phone number may be linked to only one account.

To make a transfer, the payer enters the recipient’s phone number or a special “linking code” in the bank’s mobile application. The system identifies the recipient’s first name, surname and patronymic, together with their servicing bank.

The payer then checks the recipient’s details and selects the bank to which the money will be sent. The transfer is executed after the beneficiary’s bank confirms the payment document.

Transfers through the mobile application operate 24/7 in real time.

Before the money is sent, the payer is shown the transaction amount, the recipient’s full name, their bank and the commission fee. Final confirmation takes place after this information is displayed.

Banks must ensure that citizens can use funds credited to the recipient’s account without restrictions.
