Receive information on the progress and results of the implementation of collective appeals
According to Article 35 of the Constitution of the Republic of Uzbekistan, everyone has the right, both individually and jointly with other persons, to submit statements, proposals and complaints to the competent government bodies, institutions or people's representatives.
On December 22, 2017, the President of the Republic of Uzbekistan Sh. Mirziyoyev, in his Address to the chambers of the Oliy Majlis, noted that in the process of adopting laws, it is necessary to effectively use the system of public discussion of bills by creating a special “platform” on the Internet.
Based on the above, paragraph 34 of the State Program, approved by Presidential Decree No. UP-5308 of January 22, 2018, provides for the development of a procedure for public appeal to the chambers of the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes of people’s deputies through a special web portal “Mening” fikrim."
The web portal “Mening fikrim” was developed in order to expand the participation of citizens in the management of the affairs of society and the state, ensuring transparency in the activities of government bodies, as well as the viability and effectiveness of adopted laws.
Using this system, you can send proposals in the form of an electronic collective appeal on topical issues relating to the life of society and the state.
The electronic collective appeal you sent is posted on the web portal after examination by the system moderator - the Institute of Legislative Problems and Parliamentary Research under the Oliy Majlis of the Republic of Uzbekistan.
Goals and objectives of the portal
Creation of an effective mechanism for considering current socio-economic problems initiated by the people, Parliament and local councils;

- Collection statistical information about the most pressing problems of the republic;
- Create an opportunity for every citizen to vote on current problems and their solutions, regardless of social status, gender, language, religion, nationality,
- ensuring transparency of the activities of public authorities and ensuring their interaction with citizens;
- Adoption of effective and pro-people laws through “Dialogue with the people”;
- Making proposals into legislation;
- 90 days of public discussion of proposals have been established.
