Accounting, processing and maintaining transactions on income and expenses of all budgetary organizations, recipients of budgetary funds and target funds;
Planning, control, accounting and reporting of the state budget;
Maintaining records, receipt and distribution of state budget revenues;
Continuous execution of treasury operations;
Transfer (consolidation) of the right to manage budget parameters to financial bodies, departments and sectors within the framework of approved powers.
Uzbekistan established a Treasury Single Account (TSA) in 2012 and the TSA is now operational and used to process most government revenues and expenditures. The Treasury and interim FMIS support daily entry of revenue and daily or monthly reconciliation of accounts, which has materially improved cash oversight and fiscal transparency. However, several FMIS modules (budgeting, full accrual accounting, asset management, consolidated reporting) remain under development and some extrabudgetary/off-budget accounts and quasi-fiscal operations still sit outside full TSA/budget coverage, a remaining weakness to address.
The Treasury Service Committee under the Ministry of Economy and Finance indicates that the coverage of the Treasury Single Account was 95.6% as of 2024.
