About the project

The customs system is one of the leading areas of digitalization. For example, in 2022, more than 54,000 cargo customs declarations worth $3.5 billion were processed automatically by the system without human intervention in an average of 2-3 minutes using the “Auto Registration” module, implemented as a result of improving the “Risk Management” information system. .
When applying a risk management system, the object of control is not only goods, but also the activities of all persons directly related to foreign economic activity (customs broker, declarant, warehouse owner, carrier, etc.), which makes it possible to facilitate the activities of bona fide participants.
In the “Single Window” customs information system launched in recent years, it is possible to obtain through this system more than 50 types of permits from 12 authorized bodies for all permitting procedures related to foreign economic activity.
Today, through the system, more than 65 thousand entrepreneurs receive 3 million permits. Thanks to this information system, it was possible to track the time spent by each office in issuing the permit.
A decisive step in the digitalization of the industry in 2022 was the launch of such information systems as “E-Transit”, “Cargo Operations”, “E-Queue”, “Advance Decision on Customs Payments”.

Performance indicators

As a result of the implemented reforms, 86% of export goods and 76% of imported goods were processed in a simplified manner, that is, without customs inspection, only on the basis of a documentary check.
The total time for export clearance was reduced by 4.5 times, and import – by 2 times, the number of customs inspections was reduced by 1.7 times, and efficiency increased by 41%.

Place in the international ranking

In the results of the Logistics Performance Index published by the World Bank for 2023, Uzbekistan was ranked 88th among 139 countries, improving by 11 points compared to the 2018 report. At the same time, an improvement of 66 places and 74 places (140th place in 2018) in “customs efficiency”, which is considered as one of 6 sub-indicators, played a significant role in the change in the overall ranking indicators.
