General Provisions

The “Digital Government – 2028” Strategy (hereinafter referred to as the Strategy) has been developed to ensure accelerated digital development of the social sphere and the public administration system, including further improvement of mechanisms for providing digital public services.

The Strategy defines the strategic goals, priority directions, and medium- and long-term objectives for the development of digital government in the Republic of Uzbekistan, and also serves as a basis for the wider implementation of digital technologies, based on the priorities defined in the United Nations Sustainable Development Goals and the E-Government Development Index.

The “Digital Government – 2028” Strategy has been developed taking into account the priorities defined in the United Nations Sustainable Development Goals (SDGs).
In Uzbekistan, 9 national tasks are aimed at achieving SDG Goal 4. In accordance with Target 4.4, by 2030 it is planned to significantly increase the number of young people and adults with skills relevant to the labor market, including vocational and technical skills, in order to support employment, decent work, and entrepreneurship.
One of the indicators used to measure the implementation of this target is the “Share of youth and adults with skills in the field of information and communication technologies (by types of skills).” Section 2.6 of the “Digital Government – 2028” Strategy defines measures aimed at improving digital skills among all segments of the population.
Furthermore, the measures described in Section 2.2 of the Strategy (Priority areas for digital infrastructure development) contribute to the achievement of Target 9.c, which aims to significantly increase access to information and communications technology and strive to provide universal and affordable access to the Internet.

“Uzbekistan – 2030” Strategy

The “Uzbekistan – 2030” Strategy sets out 100 goals to be achieved by 2030 across 5 priority areas, along with their performance indicators. Goals 33, 57, and 77 are directly related to the field of digitalization. In particular, Goal 57 of the “Uzbekistan – 2030” Strategy includes achieving entry into the top 30 of the UN E-Government Development Index, launching 300 priority projects under the “Digital Government” program, and covering the city of Tashkent, the Republic of Karakalpakstan, and regional centers with fifth-generation communication networks. In accordance with Goal 77, performance indicators are also defined for expanding the scope of digitalization of public services.
In particular, Section 2.2 of the “Digital Government – 2028” Strategy outlines the priority directions for the development of digital infrastructure, while Section 2.3 describes the measures aimed at advancing the digitalization of public services.
